JBD has extensive experience providing cannabis cultivation consulting services to landowner and potential cannabis cultivators within the State of California. Our mastery of the California licensing/permitting process allows us to assist our clients with the complex process of navigating the cannabis licensing program. Some of our commonly requested services include:
- Development of Biological Resource Assessment Reports (BRA) to assist our clients in meeting the requirements of the California Environmental Quality Act (CEQA). These documents may differ depending on the local agency request and may include:
- BRA Report to meet County of Santa Barbara requirements for issuance of a permit related to cannabis operations in accordance with the County Land Use and Development Code, Cannabis Regulations (2011; updated February 2019).
- BRA Report to meet the methodology outlined in the regulatory text within Title 14, Section 722 of the California Code of Regulations: General Lake Streambed Alteration Agreement for Activities Related to Cannabis Cultivation.
- BRA Report to meet County or City requirements for California Environmental Quality Act environmental review.
- Waste Discharge Compliance Documents for SWRCB Cannabis Waste Discharge Requirements General Order (WQ 2019-0001-DWQ). The application for coverage and/or technical reports include:
- Submittal or permit application for coverage under the Cannabis General Order
- Site Management Plan
- Nitrogen Management Plan
- Site Erosion and Sediment Control Plan
- Disturbed Area Stabilization Plan
- Annual Reports
- Site Closure Report
- Preparation of a Stormwater Pollution Prevention Plan (SWPPP) for cultivation activities which disturb one acre or more of land. The SWPPP will be prepared by a Qualified SWPPP Developer (QSD).
